Beginning with Pennsylvania, we will determine if there is progress on regulating HOA boards in any state. If we find a state that has already implemented any of these objectives, we will determine if they can be applied in other states and report back here on the results.

Research Phase has concluded on this Initiative. TBYH has identified five Pennsylvania laws that impact owner associations. We have also identified similar legislation that has already been enacted in Florida. We will be posting the research results soon.

Homeowner’s association (HOA) legislation varies by state. In Pennsylvania, the Uniform Planned Community Act (UPCA) governs HOAs in planned communities with more than 12 units. The UPCA is located in Title 68, Chapters 51-54 of the Pennsylvania statutes.
